1. To develop highly qualified personnel in science and technology with MS and PhD for organizations under the Ministry of Higher Education, Science, Research, and Innovation (MHESI) such as the National Science and Technology Development Agency, public universities, and other science and technology related agencies.

2. To provide MHESI with sufficient highly qualified personnel so that it can fulfill its science and technology missions.

3. To build up research and development capabilities of public universities by developing science and technology PhD-level experts in high-demand fields so that they can increasingly produce highly qualified science and technology graduates.

4. To increase the number of science and technology researchers in the fields that increase the country’s global science and technology competitiveness to match the demand for national development via government strategic projects.

5. To support the long-term sustainable national science and technology capacity development.
